National Guard members who have been federalized are not paid during a government shutdown because their wages come from federal funding
However, by law, they are entitled to receive back pay once the shutdown ends and government funding is restored.
But trump has now said NOPE - not gonna backpay some ( those from blue states? Those that did not vote for him?)
